Can't delete development site

We need to delete a development site in WordPress.com (not this account… I am trying to help someone else). However, the email that was used for logging into the site’s backend is no longer accessible and the password has been forgotten and is not accessible.
Under “My Sites” when we chose “Go to Admin Dashboard” it goes to a WordPress Login window that we can’t get past. And we can’t use a “Forgot Password” because we can’t retrieve the email.

We Volunteers don’t deal with [people who act as intermediaries for those who have WordPress.COM username accounts. The person with the username account needs to act.
That person must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account and the exact same associated email address that registered the blog to access the blog’s dashboard.

The person with the relevant username account must complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery and submit it to the Account Recovery Staff so they can contact that person by email ie. not on these public support forums which are available to everyone with internet access.
