Can't delete followers so they no longer receive eMails of new Posts

I need to delete a follower so they no longer received eMail updates. The only place I see the full list of followers is on the Invite New Users page. I can delete on that page, but they still receive the mails – presumably it jus deletes them from that display
Where can I actually view all user and delete them? I can’t find anyway to view or any explanation in the Help Pages

It’s not possible to delete a follower from a public blog, since anyone can view your site’s content when it’s public.
