Are you the Administrator of your site? If so, you should be able to see Delete Site in Dashboard > Tools menu.

Deleting the blog cannot be undone and cached copies of the page may still exist on search engines for several weeks. Consider setting the blog to private rather than deleting. If it then comes up in search results visitor will only see a page stating that the blog is private. If you have followers on that blog you can ask staff to remove them once you’ve set it to private. http://en.support.wordpress.com/settings/privacy-settings/
You can then use it as a test blog to try out new themes or import your posts to it periodically as a backup. Deleting it will be permanent and the URL will never be available again. http://en.support.wordpress.com/recycling-blog-names/
If you still want to delete it, you can do so from Tools ->Delete Site in the dashboard and must be logged in under the exact same username with which you created it, as staff-happychia already said. To prevent accidental deletion there will be multiple warnings that it cannot be reversed and you will have to click on a link in a confirmation email before your site will be deleted. http://en.support.wordpress.com/delete-site/
