Can’t disconnect Jetpack from my staging site

I need to disconnect Jetpack temporarily, but none of the instructions on https://jetpack.com/support/disconnect-jetpack-sites/ work. In fact, none of the interface matches!
* On the site’s Settings -> General page, there’s no ‘Manage your connection’ text.
* On Jetpack -> Dashboard, there’s no ‘Manage site connection’ text.
* On the Plugin page next to Jetpack, there’s no ‘Deactivate’ link. There are, however, notes that the plugin is ‘Managed by host’.
So how do I disconnect the site from Jetpack?

After a chat with a WordPress.com tech support, person, this issue can be closed. Results:
- Jetpack *can’t* be turned off on WordPress.com sites. I recommended that that notation be made on the page at https://jetpack.com/support/disconnect-jetpack-sites/ . (I wasted a few days because of that omission.)
- The underlying problem mysteriously fixed itself after the support engineer made a change in my admin user info and I restored to an earlier version of the site. (No need to go into the details.)
