Can't download a theme

I have a theme I bought but don’t have the option to download a new theme
The blog I need help with is: (visible only to logged in users)

No, you don’t. Your blog is a WordPress.com blog, and for those you can ONLY use the themes on your dashboard Themes page. Ask the producer of your theme for a refund, and explain that you have a WordPress.COM blog not a WordPress.ORG blog and therefore cannot use it.

WordPress.ORG and WordPress.COM are completely separate and run on different software. Read this please > http://support.wordpress.com/com-vs-org/
I’m sorry but if it’s not a free hosted WordPress.com blog that you are referring to then we cannot help you with it. You need to register a WordPress.org username account on the top right hand corner of this page http://wordpress.org/support/ so you can post to the correct support forum for your software.

If you intend to blog here at WordPress.com on the blog linked to your username or on any WordPress.com blog then you need to know that the only themes we can use on WordPress.com blogs are found here > Appearance > Themes
You cannot build your own theme here. There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins or upload any third party themes or software. Those are for WordPress.ORG installs which run on different software.
