Can't edit footer in Twenty-eleven theme

Why can’t I edit the footers in Twenty-eleven (hosted by WordPress.com)?
On the Widgets editor page there are three main options: Main Sidebar, Showcase Sidebar, and three Footers. When I open each footer it says “An optional widget area for your site footer,” but I can’t edit it. Clicking in it does nothing except open and close the widget notice.
I changed the Infinite Scroll setting in “Settings|Reading”: it was checked and I unchecked it, but it did not help.

Removing footer credit links creates the false impression that you crated the theme and that you host your own blog, when that’s clearly not the case at all.
Changing the footer text is not allowed, as it’s a Terms of Service violation but it’s possible to add your own text to the footer area using CSS if you have purchased the Custom Design upgrade.

I’m not trying to remove the credit footer links. As you can see on the site, they are still there.
I only want to add info to the footer, such as our contact info etc.
We can’t afford the custom upgrade. We barely operate in the black.
It’s curious that the theme offers 3 footer options when none of them works in the theme.

Widgets have “visibility” settings so we can select which pages they display on. See here: http://en.support.wordpress.com/widgets/#widget-visibility The theme has multiple layout options so please keep that in mind. Depending on the layout you choose to use the footer area for widgets in the Twenty Eleven theme is functional.
