Can’t edit navbar and footer

I can’t find the appearance tab or plugins tab in my /wp-admin panel. We’re thinking that this might be some issue with access restrictions but my client already set my role to editor; I can edit pages but not navbar and footer. Is there a way to fix this?

Your use role of editor will allow you access to the following:
Creating, editing, publishing, and deleting any post or page (not just their own), as well as moderating comments, uploading to the media library, and managing categories, tags, and links.
If you’re wanting access to customize the site, like the footer and nav bar, the site owner will need to update your role to Administrator.
