can't edit one of my sites

I originally started out with (email visible only to moderators and staff) and have added two additional sites northeast sailing and unhsailing I can’t edit my decisionsenglish site as it doesn’t show the edit button or admin panel.
The blog I need help with is: (visible only to logged in users)

decisionsenglish.wordpress.com doesn’t exist -
https://decisionsprogram.wordpress.com is the site I can’t get into.
the northeast sailing site is nesailing.org -

Note this username account https://en.forums.wordpress.com/profile/decisionsprogram
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
Clicking this link should display all your blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
