Hi there!
It looks like the problem is with your theme. Black-LetterHead was retired in July 2013, which means it was never updated to work with the new block editor in WordPress 5.0 (Released December 2018).
As this theme has been long retired, it would not be updated in order to work with the new Block editor and Block widget areas.
We recommend you find a new theme that is up to date with the latest revisions of the WordPress software.
NOTE: If you switch themes to “try it out”, you would not be able to switch back to Black-LetterHead so just use the preview of the theme demo to see if the new theme will suit your needs.

Is this appearing when adding a widget? If yes, what is the widget?
