Can’t enter my site to Blog – can I phone someone in Australia to chat and fix the issue?

I think the other account is on an old email address I don’t use anymore. I’ve paid my fees and I can provide the receipt details, but don’t have the details to recover the account

Wordpress.com doesn’t have phone support. As you have a paid plan, you can use the Transaction ID to restore access to your other account at https://wordpress.com/support/account-recovery/

To expand on @staartmees’s reply, since your blog has a paid upgrade, you can provide us with the transaction ID as proof of ownership, and then we will restore access to your account.
Follow these instructions to retrieve that transaction ID from your PayPal account:
https://wordpress.com/support/billing-history/#retrieving-a-paypal-transaction-id
and then send it to us through this form:
https://wordpress.com/wp-login.php?action=recovery
