Cant find black dashboard

I recently made a wordpress site to host my sister’s business for her but when I login I am only getting the blue bar (Reader) version of the site and cannot access the black bar (dashboard) so that I am able to actually create the site.
I read on a couple of other threads that there were tests being run on new sites and another member sent an email through to the email account listed to be able to resolve the situation.

Could this have anything to do with why I am getting the blue bar instead of the desired black? I have attempted looking for the dashboard through both sites but alas it still isnt working for me.

I have managed to access the dashboard through the old link you have provided but the new one still isnt working.
Is this a current issue with the wordress sites?
Also- side note, will I need admin access to be able to access the Dashboard for the other site I mentioned or will the editor access work just as well?

The “new” dashboard is working for me though it can be buggy with some people’s browsers that aren’t completely up to date with the latest versions. As long as you have log in details for the other site you only need to add wp-admin to the address.
