  Hello @smartechsociety,
  Editing CSS is a part of the WordPress.com Premium and Business Plan. If you have not upgraded to any one of these plans then you won’t have access to the CSS Editor.

  If you have already upgraded your account with any one of the above plans, then you can access the CSS editor from the site customizer.
  Go to My Sites → Customize(Beside the Themes option). It will open up the customizer. On the customizer sidebar click on the CSS option to access the CSS Edtior.
