Can't find my Added Links

    I have 2 WordPress blogs, and on one of them, if I remember correctly, there were links I added on the side. When the cursor was over them, a brief description would appear over the link. The links are still there, but that feature is no longer there.
    On my new blog page, I added a couple of links. When I went to the page there are no links there. Or I can’t find them. I categorized them as blogroll and I also created a new category, but none of that shows up on my blog page. What am I doing wrong? It says that I can put a description in and that when the mouse hovers over it, the description will show up. But I can’t even find the links! Thanks for any help.
