  Someone made another site address on my account and charged my card on here, WordPress $516 dollars and I want a refund

  Is ‘someone else’ would be able to do so, it would mean they have full access to your wordpress.com account and your email account. To tighten security: change your passwords and certainly activate 2FA – https://en.support.wordpress.com/security/two-step-authentication/

  You can manage your purchases and refunds yourself at https://wordpress.com/support/manage-purchases/
