Can't find page to specify comment ordering

I am helping a non-technical colleague set up his site and am trying to get to the page that defines how comments are handled. I found a number of links that tell me to go to the Discussion-Settings tab:
http://wordpress.com/settings/discussion
That brings me to a stats page however.
I don’t see a link anywhere for either Discussion or Settings when I log in to the site. He has made me an admin, so I assume that is not the issue. Anyone have any suggestions?

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard in order to navigate to http://squeezeplay2.wordpress.com/wp-admin/options-discussion.php

6. Comments should be displayed with the __ comments at the top of each page – This setting allows you to reverse the order of comments. You can display comments in ascending or descending order. -
Thanks timethief. That does make sense. I will talk to the blog owner to see how he wants to handle it.
