Can’t find Plugin in WP

For some reason, I don’t have Plugin or Plugin tab that I can use. Help?

Plugins are not available on WordPress.com. If you tell us what you want to accomplish, we can tell you how to do it, but you’re not going to be able to do it with plugins.
