Where is the plugins option in my dashboard?

  I’m want to find and upload a plugin that allows my users to subscribe to categories. I cannot locate the Plugin toolbar on my dashboard. It looks as though it should be located below ’Appearance’ and above ’Users’ but it is not there. Any ideas?

  I’m sorry, but we don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.

  However, you can add an RSS links widget with your categories feeds.
