Cant Find Plugin Tab

Hi,
I was planning to install a wordpress plugin but I can’t seem to find the tab for it below the Appearence Tab.

That’s because there is no FTP access to free hosted WordPress.com blog sand we cannot install individual plugins into our blogs.

Today I tried to add Elegant Theme’s HANDHELD plug-in per the site’s instructions: “log in to wp-admin and click on the Plugins > Add New link”
However, I am unable to find a Plugin tab in the wp-admin menu.Do I need to upgrade my WP account to add the Handheld plugin? Or switch to a 3rd party server?

Sorry, plugins are not allowed at wordpress.COM for security reasons. Plugins are for self-hosted wordpress sites using the software from wordpress.ORG.
The difference between wordpress.com and wordpress.org.
You would have to self-host a wordpress.ORG installation on a third-party hosting service such as bluehost, dreamhost, etc. Figure an average monthly cost, all things considered of about $10 to $25. You are then also responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong you have to figure it out and fix it.
WordPress has made self-hosting an installation much easier, but there is still far more to do and you need a certain level of “geek.”

We cannot assist you without a link to YOUR blog, starting with http. We need it because you would not believe the number of people who persist in saying they are using WP.com but who are using WP.org. We have to check.

I just received official word on the Elegant Themes forum that I need to set up a domain and separate hosted account to use their plug-ins. -
