Please read: http://en.support.wordpress.com/domains/#important-notes-before-upgrading (under “Same terms of service”)
Which plugin were you looking to install? (In case there’s an alternative for WordPress.com)

Purchasing a domain does not provide the ability to use plugins. See the second paragraph here > Important Notes Before Upgrading http://en.support.wordpress.com/domains/#important-notes-before-upgrading

And why would you expect to find plugins on a WordPress.com blog? Changing the domain name doesn’t change it from being a WordPress.com blog to a WordPress.org blog. Only WordPress.org blogs on paid hosting are able to use plugins.
If you decide you MUST have plugins, don’t ask for a refund of the domain name: just buy hosting somewhere else and change where the domain points. If you give it up and ask for a refund, you might never be able to get that domain again.

If it proves that running plugins is a deal breaker for you then you can hire a web host and set up your own WordPress.org install.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. Provided you are logged in under the same username account that purchased the upgrades, you can request a refund yourself directly from the Store section of your Dashboard

Note: It takes from 1 – 2 weeks for the refund to be received.

I now understand. But is there a way I can move my current site to wordpress.org while keeping the same url and if not, are there any alternatives to plugins on wordpress.com? I am trying to download a plugin that will allow me to feature social media icons on my header/sidebar

You can do it yourself or you can buy the Guided Transfer http://en.support.wordpress.com/moving-a-blog/#moving-to-wordpress-org

We can have social media icons below our posts and in our sidebars on free hosted WordPress.com blogs. Is that the only plugin you are after?
