cant find the add new theme button

  hi there so i was building my website though the option to add a theme was there a couple of days back but now its gone i cant see it, why is it so, how can i get it back, online it says it is not there but i had it a few days back i have also added a few themes to try it out.

  The blog I need help with is: (visible only to logged in users)

  Just to clarify, are you looking for a specific theme that you may have saw earlier that is no longer offered?

  If so, do you recall the name of the theme?

  no its just that i want to add a theme from my computer to wordpress, i did this before bought a few themes from other websites and uploaded it here, but that option is gone all videos on youtube also show that option, and there are 4 themes over there, but that same page of mine has like a bunch of themes so i believe there is something i am doing wrong.

  What is the exact name of the theme?
  What is the exact URL of the site you wish to use it on?
  Is that theme found here https://wordpress.com/themes/?

  Unless you have a wordpress.COM hosted site with a Business plan upgrade https://wordpress.com/pricing/ you cannot install any plugins in addition to those that are built in to all of our sites, and you cannot install third party or custom themes.

  There is no FTP access to wordpress.COM hosted sites.
