Can't find the export tool

I’m trying to export a site. “Export” and “import” are nowhere to be found. The only thing under the “tools” menu is “Press this” and “Post by email.” I am logged in as admin. Logging out and flushing cache and cookies did not help. What am I missing? Is there another “tools” menu somewhere besides the main dashboard?
(I suspect the problem is between the keyboard and the chair.)

Normal menu.Another data point: From the “My Blogs” page, if I click “Customize” for the newly-created site, it leads to a page where one could, um, customize the site. Clicking that link for the old site takes me to a page that says simply, “Cheatin’ uh?” Huh?

Your WordPress.com account pktruename has the Editor role for pktsandbox.wordpress.com. Please contact one of the site administrators for the export file or to change your role on the site so you can export the content.

I am the owner, creator, and only user on that blog. Or at least I should be. Something I stumbled across while flailing at this said that the blog owner’s role was required to be admin. Is there any way to tell if the blog’s been “pwned”? (Can’t image why anyone would bother.)
(And a bit of feedback for wordpress: “Cheatin’ uh?” is an infuriatingly useless error message. Does it mean I need to purchase an upgrade to use that feature? Does it mean my site has been hacked and I’m not permitted to use that feature? Some sort of Very Bad internal error? “Cute and folksy” verbiage is fine, but it should function. )

There are three users on pktsandbox.wordpress.com. Two are administrators, and one (your pktruename username) is an editor. A different user added you and another user to the blog about a week after it was created. The pktruename user is not the creator or current blog owner.
It sounds like you may have more than one username, and used the other username to create this account. You might try logging out of WordPress.com and then try different email addresses you may have used to log back in. If you’re unsure of the email address or password, you can try going to our password reset tool to use different email addresses to see if one works to send you a password reset link.

D’oh! I was using the wrong account. So, yup, the problem was indeed between the chair and the keyboard. But it would still be nice to have informative error messages.
