Can't find the place to password protect my blog

I just started a blog and I want it to be password protected. You cover this, but you show a “settings” account with a “reading” section that I cannot find. My Settings does not have any of these privacy options. Please direct me to where I can password protect my blog.
The blog I need help with is: (visible only to logged in users)

You can password protect pages and posts. To change blog visibility to private go to > Settings > Reading. See the guide here http://en.support.wordpress.com/settings/privacy-settings/

Thanks, I know that because I read the support section – my problem is *finding* this mythical Settings area that includes these options. The only “settings” I can find has none of these options. Is there a separate Settings section? Could you send me a link to it or tell me how to get there? Thanks!

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard visibility setting.
To change blog visibility to private go to > Settings > Reading and select option 3. See the guide here http://en.support.wordpress.com/settings/privacy-settings/

I’m definitely the Admin, as I just created my blog tonight. My problem (please read carefully): I cannot find this mythical “Settings” area that you and the support section mention. The only Settings area I can find is under my avatar in the top right, and has no “Reading” option. It only has ‘Account’ “Password” “Security” etc under the options – no “Reading” option. So what I need is for someone to tell me where to find this Settings section that has a “Reading” option. Then I can follow the instructions from there.
