Can't Find Theme from Old Site to Use on New Site

I’m trying to help someone start a new site at WordPress.com, and we want to use the same theme I’m using for the free site I currently manage, but I can’t find the theme anywhere, except on WordPress.org, which I understand is different from WordPress.com. The theme is called Responsive.
We want to try out the new site as a free site for now, but will likely upgrade to a paid personal site once we decide if we’re happy with the design. My understanding is once we switch to a paid site we can add themes from WordPress.com or custom themes. Is that correct?

Hi there,
That theme was retired quite a while ago. Any site that existed before the theme was retired will still be able to use it, but you won’t be able to activate that theme on any new site created since then.

Third party themes, including any theme available in the WordPress.org repository, can only be used on WordPress.com on our Business Plan.

Thank you so much for letting me know. Bummer that we have to find a new theme for the new site. Responsive is such a great, flexible theme. If ever there is a possibility to take some old themes out of retirement, I’d like to cast my vote for this one! I’m relieved that I can still use it on the old site.
