Can't find 'WP Admin > Posts > Categories' in free account

  I’ve tried to follow the instructions here:
  https://en.support.wordpress.com/posts/categories/view-all/#bulk-actions-in-wp-admin

  but I can’t find the ‘bulk’ feature where it claims it should be.

  Is this option only for paid accounts, not free? Or only for users who self-install on their own domain? Because arggggh…. :(

  and “Bulk Actions” is in the top middle of the screen.
