Following and the Reader are features of logged in WordPress.com users.
If you have been following a large number of new sites hoping to get new followers yourself, your account may have been flagged by the system. I’ve tagged this thread for Staff assistance in checking that for you. Thanks for your patience.

At the time you created this thread the Following feature was temporarily suspended for your account as you had hit our bulk-following limits.
You should now be able to follow again, but I see you’ve hit those limits several times in the past. Please note that the Follow button is intended to follow a reasonable number of sites you wish to read in the WordPress.com Reader. If you bulk-follow a large number of sites for the sole purpose to get the owners of those sites to follow you back you will be blocked from following, and if you keep hitting our bulk-following limits that feature will be permanently suspended on your account.
Similarly the Like feature is used to like posts you’ve actually read. I see you’ve hit our limits for bulk-liking a large number of posts from the Reader without actually reading them as well. That feature will also be disabled for your account if you continue using it in this way.
