Can't get Comment Box up at all!

  Would like to say “Don’t be Shy! Leave a Reply” and a comment box. Can’t find support to do it. Looked in Settings and Discussion.

  This can be done with CSS if you have the Custom Design upgrade, but there is a problem: Once you get a comment, the “leave a reply” turns into X Comments, so after you get a comment it would then say, “Don’t be Shy! X Comments”, which of course would make no sense.
