Can’t get in to one of my accounts, site not coming up

  I have two blogs. One i am able to get in and post, but the other one i can’t get in. at first there was a message about bandwidth. now it just spins and spins and then times out and says page not found. i was working on it earlier today and it was fine. i can’t get into the dashboard for it nor can i get right to the blog at all. what should i do?
