Can't Insert Paragraph Break, Keeps Being Deleted

How do you insert a paragraph break in wordpress? This ought to be really easy. But it is not working.
If I hit the Enter key (carriage return) instead of paragraph, it’s turned into a

<p></p> — disappeared when I switched to Visual editor— disappeared when I switched to Visual editor
Then I did a Google search on how to insert a break in wordpress.
