can't install plugins or new themes on premium account

  I have a person that is helping me make my site better but claims they can’t install plugin options or a new theme. I have upgraded my account so they or I should be able to do this. can you tell me what I am doing wrong?

  It is not possible to install plugins or themes on WordPress.com, for security reasons, even with the Premium bundle. Plugins and themes can only be installed on self-hosted WordPress blogs.
