no link to register/log in……..I’m creating a website on a volunteer basis, it has to be totally free (can’t have to reg domain, or pay for hosting… what I don’t like about wp.com is that you have to pay to have access to edit the CSS.. is this still the case? what is best solution?)

WordPress.org isn’t something you log into. It’s something you download and install on your own hosting, providing your own domain. No matter where your site is, if you have a website, someone somewhere still has to cover those costs.
WordPress.com’s free option is as close to completely free as I’ve personally seen anywhere, but yes, you do still have to purchase premium or business to edit the CSS. There’s no such thing as a free lunch.

I do know the differences… I just wanted to see if there’s any solution for doing a completely free website, since it’s for a client who can’t pay….. I guess I will have to chose another venue (??) or pay for the CSS editing myself (I guess it can go into the karma account….;~) how much does access to the CSS on wp.com cost/year? I don’t remember…

Remembering my own time working with nonprofits – it would be free to them and you to use WordPress.org, if they can get someone to donate hosting and domain registration. Otherwise, WordPress.com is probably the option I’d go with in your position.
In order to edit a WordPress.com site’s CSS, it has to use either Premium ($8.25/month, yearly billing) or Business ($24.92/month, yearly billing).

$8.25/month?? yikes… that’s a lot…. that’s expensive…
I’m retired now, and living in South America… I simply cannot afford this… oh well…..

While you can’t edit CSS without a paid upgrade here on WordPressdotcom, you can set up and run an entirely free website if the idea is to get up and running quickly with an online presence and receive donations. If you set up a free site here on WordPressdotcom, you could export the site content to your new hosting at any time.
Any web host that uses the free WordPress.org software will charge for hosting a website, but some web hosting services have discounted or free sites for registered non-profits, but you would need to research them yourself.
