Can’t login to Admin area

I keep getting this ERROR: Cookies are blocked or not supported by your browser. You must enable cookies to use WordPress.
I think it is possible the cache plugin on my site might not be in alighnment as I have cookies on. I don’t know how to go in and edit my files and don’t want to mess anything up.
