Can't modify image

  ONCE AGAIN, one more thing to add to my “never ending” unresolved problems…

  Currently working on an update to my blog and now I cannot modify an image. Wanted to add a border but when I click on the photo I get a very quick flash showing the corner angles or adjusters and then it simply goes back to the photo. No way to change size, position, etc..

  Something major happened to my blog and to my “theme” when all the recent changes took place, and I resent the lack of answers and solutions.

  I’d like to troubleshoot this issue with you. Could you please let me know:

  1) In what browser/version does this happen?

  2) Does it happen in a different browser? For example, if the issue happens in IE10, please try Chrome or Firefox and let me know if it happens there.

  3) Does this happen in the classic WP Admin editor here:
  https://stoutstandards.wordpress.com/wp-admin/edit.php

  Or the new editor here: https://wordpress.com/post/

  Or in both editors?

  4) Could you please provide the exact steps you perform to replicate this problem?

  I use IE11 and it has worked fine UNTIL all these WordPress changes. It also happens in Firefox.

  It happen in both the classic and new editor.

  Example:
  <p>This is a test to show how my spacing is not permanent</p>
   
  <p>I can hit save draft and when I come back to edit, the space has disappeared</p>
