Can't move 2fa to a new device using only backup codes.

I can log in with a backup code, but to disable 2fa, I need 2fa (on lost device) or SMS (of lost device)
How do I set up 2fa on a new device using only backup codes?

Hi ebelisle55,
The backup codes you printed can be used instead of an SMS code when disabling your current Step Two Authentication connection — please try using a backup code instead.
