Can't open my blog

I just can’t open my blog right now. But by using proxy its accessible. I have tried everything possible- flushing DNS, clear browser data, resetting browser; nothing really works. Please help, What should I do?
The blog I need help with is: (visible only to logged in users)

Are you talking about editing your blog or simply opening the page? It opens for me however it is in a different language.

Well, both. I can’t even go to my wp admin site. I have checked it on other device on another network, it works there. But not in my PC.

1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.

1. I use Chrome, version is 54.02840.71 m
2. I can log in, but it only sticks to the’reader’. and when I try to open my blog it takes sometime and then says ‘This site can’t be reached. It took too time to respond’ ‘ERR_CONNECTION_TIMED_OUT’.
3. I am assuming my ip has been blocked by wp. But I don’t understand why!
4. I cleared browsing histories, caches and I don’t use flash player. -

Can you let me know which site you’re trying to access? Is it absurdcloud.wordpress.com?
Are you able to access the site from a different internet connection? Or from a different device?
