Cant open Screen Options or Help

  I can not for the life of me get Screen Options, Help or the Widgets to work (cant open the first two things and cant drag the widgets).
  I have cleared history and cookies, i have enabled cookies, ive turned off tracking, ive made sure my browser is updated,ive restarted the computer and ive also tried Firefox. (was originally in Internet explorer)
  What am i doing wrong?!!!
