Can't recover my account

I keep trying to reset my password and I’m not getting any emails. Nothing in the spam folder either. The only thing I have as proof of ownership is an email. I’ve had the account since 2010. I think I signed up via Jetpack. I also have a Gravatar where I added another email (email visible only to moderators and staff)
On July 18 I received the following email:

Can you please make sure that your email provider isn’t blocking any emails from wordpress.com and wp.com?

I went in and checked all my filters. Nothing is being blocked. I just tried requesting the password again and still no email.
