Can't register a custom domain

I can’t register my custom domain which it said was available when registering. What do I do now?
I wanted to register http://www.jonathantipper.com (wordpress registration said this was available). Now it has set me up with http://www.jonathantipper.wordpress.com but won’t let me create http://www.jonathantipper.com as a custom domain.
Can you help? This was what I intended to do from the beginning.

Hello,
So here at WordPress, jonathantipper.wordpress.com is your default address. You need this no matter if you have created a custom domain or not. This is will never expire.If you haven’t registered this domain yet, Go into Store>My Domains>Register a New Domain Name. Type in the domain you want and click Go. Does it prompt you to Register Now or do you receive an error message?
If you have registered this name already, You will need to activate it as your Primary Domain.
You will want to go to Store> My Domains and select the button next to the domain you want as your primary Domain.

Once you register and map a custom domain name, your visitors will see the custom domain name when they visit your site, but you will work in the base WordPress.COM dashboard when making Posts and such – in your case that would probably be – /jonathantipper.wordpress.com/ –

Does it prompt you to Register Now or do you receive an error message?
I receive an error message saying that jonathantipper.com is already mapped to a wordpress blog.
However, when setting up the blog this site was available. And if you go to http://www.jonathantipper.com the address cannot be found.
I think that this URL is mapped to a blog which is no longer being used. But I was wondering how I can use it and if there is a process to “reset” that domain name so I can use it.
