Can’t restore Jetpack Backup

I just purchased the Creator Plan but I am unable to access Jetpack Backups. I created a site using a Creator Trial. Before it expired, I downloaded a copy of my backup.
Now, I have upgrade to the full paid Creator Plan. When I click into ‘Restore a Backup’, I am taken to a screen that says the Jetpack connection has failed. When I follow the steps to reconnect Jetpack, I do not see an menu options as Jetpack has laid out in their help document.
How can I restore my site backup?
