I checked your account and the upgrade is there, and I checked your Appearance → Custom Design → CSS page and I can see the ‘Save Stylesheet’ button. I saved an example/test piece of CSS and it worked.
As a first troubleshooting step, can you please try clearing your browser cache and cookies and let me know if that fixes the problem for you?

Hi there I really appreciate the quick reply, and I have followed your advice!
However nothing appears to have changed, when I try to save something for example just to see if I could save I tried typing just the word ‘hi’ then saved stylesheet and it come up with the usual “/* Welcome to Custom CSS!…” as it keeps doing over and over…

Having the same problem while adding meta tag. Using the option of “add CSS to Theme Stylesheet”.
<head>
<meta name=”yyyyyyy” content=”xxxxxxxxxxx” />
</head>Have tried slimming and beefing up the code, but never saves. :(
-
I now realize there is a meta section in tools, but Im not sure that should have blocked my addition.

You can only add CSS code to the Appearance → Custom Design → CSS page, not HTML. Check out this article about CSS Basics: http://en.support.wordpress.com/css-basics/

Hi sorry if this seems a silly question but im trying to add metatags and this is just an example but could you tell me why this isn’t working when I try to save:
<head>
<meta name=”mywebblog” />
</head>Thanks! Adam

We cannot add metatags to free hosted WordPress.com blogs. To verify blog ownership we use these instructions > http://en.support.wordpress.com/webmaster-tools/

Does the Custom Design upgrade let me edit HTML?
No. The Custom Design upgrade allows you to edit fonts and CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content. You can choose to apply your custom fonts or custom stylesheet to any of the themes available on WordPress.com. Some themes, like the plain but versatile Sandbox and Toolbox, are blank canvases waiting for your custom fonts, CSS and images. http://en.support.wordpress.com/custom-design/#frequently-asked-questions
