Can't see Appearance Tab on self-hosted blog

I want to modify the design of my self-hosted blog and I’m set up as an admin. I am not seeing the Appearance tab on the dashboard. Is there another step I have to take to do this? Do I need to upgrade?
The blog I need help with is: (visible only to logged in users)

YOu need to ask in the appropriate forum for that version of the software. The appropriate place is at WordPress.ORG.

WordPress.com and WordPress.org are completely separate and different http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

A bit of confusion here. You mention self-hosted, but the site you’ve linked to is hosted here on WordPress.com. In your site’s Dashboard sidebar, there should be an Appearance section. No upgrade is needed, it comes with every WordPress.com website.
