Can't see or upload themes and plugins

On my dashboard when i click to see the WordPress.org themes there is none & even if i try to upload one i can’t because when i click ‘Add new’ nothing happens,it stays on the same page.Same with plugins.So i can’t create my website the way want to.
The blog I need help with is: (visible only to logged in users)
