Can't see plugins menu

I’m using the Enterprise theme & I want to customize the categories I’m going to have across the top of the page as a means of managing content. I found a category modifier plug-in, but I do not see the plug-in management along the side of the dashboard where I would import the plug-in. Is this a limitation of my theme, or am I doing something wrong/looking in the wrong place?

There is no FTP access to free hosted WordPress.COM blogs like the one linked to your username, and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.

http://en.support.wordpress.com/themes/adding-new-themes/If you wish to have complete control over a blog, the ability to upload themes and plugins, and to edit themes and templates then your option is to hire a web host and get a free software install from WordPress.ORG and self host it.

I’m sorry it wasn’t the one you wanted to hear. What is it that you wanted the plugin for please? We have many widgets that can be used on free hosted WordPress.com blogs and there are also workarounds we can share for some things.

I’m creating categories as a means of creating menus for content management. I want the categories to appear in a specific order across the top of the blog, but I’m not seeing where in this them I can manage the categories as they appear near the header of the blog.
