can't see subscribers and can't add jetpack plugin

Hi, I’m wondering if anyone has had this issue and what I can do. I’ve gone to my stats but there is no followers info at the bottom or anywhere on the page (new blog, but I know I have at least one).
Also, when I go to plugins, there is no add button to the right. I was hoping to get Jetpack to manage email subscriptions.
I’m using Intergalactic as my theme.

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
