Can't see the 'About' page!

My student is using the Twenty Sixteen theme, and it won’t let her use the sidebar or display the ‘About’ page she’s created. I tried to help her access the black older dashboard, but she can only seem to get to the blue newer dashboard, which doesn’t have a ‘Reading’ option for ‘Front page display’ options under ‘Settings.’ What would you recommend so that visitors to her blog can see her ‘About’ page?
When she tries to use the ‘Sidebar’ under Widgets, it only parks them in the footer. Thanks for your help.The blog I need help with is: (visible only to logged in users)

Several of the settings from the old dashboard have been moved to the customizer:
Front page: https://en.support.wordpress.com/pages/front-page/
Widgets: https://en.support.wordpress.com/widgets/
Menus: https://en.support.wordpress.com/menus/

If you’d prefer to use the black dashboard, add /wp-admin/ to the end of your site url.
