Cant Seems Plugin Options Section Admin Dashboard

    I have big problem in my site… I havent seem plugin page in my admin dashboard. I re-install my blog but i didn’t solved it. Also i havent seem comment page visitor reply buton..
    Could you help me please?

    i need plugin mysql update or refresh code.. i think something wrong in mysql database. So i update to all mysql sql query than i hope it fixed.
