Can't select blog to migrate followers from

    I’m trying to migrate blog followers from a WordPress.com blog to a Jetpack-enabled self-hosted WordPress install and I can’t seem to do it. I open the settings in WordPress.com for the self-hosted site and go the the follower migration tool, and the dropdown to select what blog to migrate from is blank. I’m not sure if there’s anything I need to do, or if the tool itself is having problems.
