can’t set my home page to static

I cannot follow the directions to set my home page as a static home page because the option isn’t present when I try to assign it!! Please help me.

Are you speaking of https://petersonjennc.wordpress.com/? What page on that site are you trying to set as the homepage? If I go to the homepage settings for that site I can see all five your published pages listed as options:
