Can’t set Pages as Parent Pages

Hello, I’m newish to WP and having an issue. I can’t tell if it’s me or something buggy, and attempts at workarounds and Googling answers haven’t helped.
I’m working on a fairly basic website. We’ll have a menu bar with six-ish options, each of which will have one to four child pages. I can create pages fine, but when I go to assign the main pages to the menu I cannot. Ditto for attempting to assign parent pages to child pages. There simply aren’t options to select in the appropriate places.
Please advise, and thanks so much in advance.
