Can't set Quintus theme title color?

Notice: if you add a header image but don’t explicitly set a header text color in Appearance → Header, then Quintus wraps the title and description with a black textured background. To remove said black background you need to explicitly set a color. (Tip: if you still want a white blog title you could enter a #fefefe color value.)
There are no color options or hex color fields available under Appearance -> Header. I know for a fact it is possible to do this because I have done so recently and because I found examples of other blogs configured this way.

Hi Jay,
The screenshot you shared is from the admin area of a site that isn’t hosted here at WordPress.com. Instead, it is hosted elsewhere and running on the free software available at WordPress.org.
The difference between the two types of WordPress (WordPress.com and WordPress.org) is a common and understandable point of confusion. If you’re unsure of the differences, then this guide gives a good overview.
You’re right, however, that there used to be an option to change the Text Colour in the header area of the Quintus theme available directly from the WordPress.com admin area.
This option is no longer displayed as newer themes have free options for changing colours in the Colours & Backgrounds panel of the WordPress.com Customizer. We also made improvements that make it easy to change a theme’s Header Image from the Customizer.
You can, however, still access the older option directly via the following link:

If you set a Text Colour for your header via the above page, the header’s black background will disappear.
Quintus is one of the older themes in our repository, which is why it relies on this older setting. I apologise for the confusion caused and I’ve gone ahead to update the theme’s documentation to help avoid this in the future.
You may also wish to consider one of the newer themes in our repository in order to make sure you’re using a theme that was designed to the latest standards. Filtering by “staff picks” and “free” themes will help you narrow down options:

Lovecraft is similar to Quintus in its traditional design and is newer. If you let me know a little about what your site’s going to be about, then I’d also be happy to offer further suggestions.

Thanks for the help, though watching feature parity slip right out of your fingers literally as you pay someone for cheap cloud hosting of your blog that will have no visitors; that might be something you email up the chain. I mean, gross. Every time I try to do something basic with this service it means digging through the UI for an obscure option for hours.
I tried Lovecraft but it is on superficially similar to Quintus. If you’re telling me every blog on WordPress will soon be forced to look “modern” arbitrarily, that makes me pretty sad.
There are plenty of sound design arguments for the old box-on-backdrop style, and literally none of the existing themes include a solid box over a background with a header image and the title ON TOP of that header image. That’s why you still have 5000+ people using an ancient CSS theme, because the new themes try to reinvent the wheel (for reasons varying in legitimacy) and frankly, don’t look good at all on my quad-4k spanning displays. Not everyone is trapped on a fancy PDA.

We aim to keep actively developing WordPress.com and pushing it forward with the latest technologies, which sometimes means we have to make tough decisions to retire and stop maintaining older features. I definitely understand and empathise with the points you’ve made, though. We are always open to feedback.
I can see that you’ve switched to Hemingway Rewritten since sending in your last support request, which has the style of header you described. Are you happy with that choice? If not, I’d be happy to dig up a few other suggestions from our repository that may suit.
