Can't Transfer Domain

I’m trying to support transferring the DNS and hosting from wordpress.com to another hosting provider and the website owner has been unable to follow the directions as provided here:
https://en.support.wordpress.com/transfer-domain-registration/Neither the transfer or nameserver options are appearing in the domains dialog as shown in the documentation:

The issue is that the WordPress.com user account that you are posting from is not the owner of that upgrade.
Typically this happens because you ended up with a second WordPress.com user account at some point and THAT account is the one that was used to purchase the upgrade. You will need to log into that second account in order to transfer the domain.

Sorry i was unclear. I am supporting the site owner and the screenshots are from her. She was previously able to make DNS changes so as far as understand her user should be the site owner.

Ahhh, I see the issue.
nopecincy.org is not registered through WordPress.com, it is just mapped here. Domain Mapping is the upgrade you would purchase if you wanted to use a domain registered elsewhere (GoDaddy or 1and1 for example) with your WordPress.com site.
So any DNS changes must be made at the domain registrar. According to WHOIS, that appears to be GoDaddy:
